I'm experiencing "ghost subscribers" with csv imports. When I import a CSV it shows my "total subscribers" to be above the amount I've imported. And this continues to permanently stack, therefore continually reducing my total subscriber limit past the amount I've imported. IE: I deleted all subscribers, imported 880 subscribers, and the total was 1001. (and therefore I couldn't send any emails on the free plan). I deleted them all and imported 870, and the total went to 997. Now I imported 833 and the total is 992. Next time I'm going to be limited to around 800, and so on.
