I have a sequence set up to immediately send an email when someone it tagged (this works) then the 2nd email is set to go out 1 hour later to exclude people who subscribed before the 18th at 12:00am and after the 19th at 12:00am but it never goes out.  IE the daily goes out at 6am and they sign up at 9am they should get the welcome AND the daily (so they are caught up) Everything is live and all days are checked to send emails on...nothing else is excluded.
