Did they possibly purchase after that email went out? I've had that happen—where a subscriber clicks a link from one email/sequence, but doesn't follow through on purchasing until after the next email sends.

I would create a sequence with the broadcasts you want to be sent to new subscribers. There's even a template for this inside the automations that is called "Evergreen newsletter" I think.

You can add a tag, but you can also see who signed up for any landing page or form by filtering for that form.
If you paused the automation no new subscribers should be added or progress from one point to another, but existing subscribers will keep moving through any sequences they are subscribed to.
